HAST Sunday, May 20, 2007 Gasoline prices are now within 30 cents a gallon
of Hawaii's all-time highs set in September 2005, but Hawaii has slipped from fourth place to a fifth place tie for most
expensive gas. With gasoline consumption still greater than last year despite record prices on the Mainland, prices
there are rising faster than those in Hawaii, and 14 states have prices higher than what most Honolulu residents are paying.
Hawaii's statewide average is much higher than the Honolulu average due to prices in Hilo and Wailuku but still falls
far short of the leading position it had during the last few gasoline price crises.

The national average Sunday was $3.17 8/10, which AAA said was also the highest average price it has ever recorded nationwide.
It has risen 31 cents in the past month and is about 25 cents higher than levels of a year ago.
The most expensive statewide averages:

1. California: $3.45 3/10.
§
2. Washington state: $3.44 2/10.
§
3. Illinois: $3.43 8/10.
§
4. Michigan: $3.40 7/10.
§
5. (Tie) Oregon: $3.40 5/10.
§
5. (Tie) Hawaii: $3.40 5/10.
The states of Nebraska, New Mexico, Colorado, Wisconsin, North Dakota, South Dakota, Indiana, Kansas and Iowa all have
statewide average prices that are higher than the average price in Honolulu.

As I said last time; “… let's go... telling 'em we want a true "Public Park"; You remember those, don't you? A place were
families could rest, walk, walk dogs, ride horses, bike and motor to secluded redoubts to fish, picnic and
enjoy extended camping. After all is said and done - it is our public land and we are the public! Let's ask them
how much of our "public 25,000 acres" the public will get to use and how much of our public park we will we be locked out
of? “

When Senator Hubert Humphrey introduced the first wilderness
bill in 1956, he assured the American public that "existing uses and privileges are respected
in this bill," "this bill will not interfere with, but will perpetuate, the present multiple-purpose
administration of these national forest areas." Provisions were made in the law to protect uses
not nolmally considered to be 'wilderness uses' such as grazing, aitfields, and motor boats where
these uses were already established. Use of pack and saddle stock was a dominant means of access,
and it was beyond any one's comprehension that it would someday be crowded out by increased backpacking
or regulated out to provide opportunities for a minority of foot travelers who simply prefer
not to share the areas with recreational stock users. We believe 'Right to Ride' legislation
is necessary and timely to correct the nation-wide trend of federal land managers and federal agencies
unnecessarily limiting equestrian access to public lands. We are in the process of cataloguing a more
comprehensive list of examples of problems we are ex-periencing, however, we have included a few below
to illustrate our point:
